Actually i remember using 2 mice on Win98. And even on XP you can use some thirdparty software or mods to enable 2 pointers.

Also, can someone with a clue about Consoles explain why they are limiting/locking FPS of consoles to 30? Is it for the game to feel smoother and not jump too much? I guess there is no Vsync option in consoles...
On one hand a steady framerate fills smoother, then a switching framerate with equal min.fps. Second reason I could imagine is the fixed Displayfrequency with 60Hz(or50Hz) interlaced probably still being the most common.
So why bother to render screens, that wont be displayed, if it risks smooth gameplay?

Na.
Their are games, that prevented themselves form being installed on whole operating systems for the sole purpose of saving support and debugging.
So don't put to much hope in e.g. splitscreen coming around one day.
